FY2010 Analyzing Strategy Plan for Activating Regenerated Recycled Material from Waste Container

In order to avoid biomass plastic mixing into traditional plastic recycling system, this project discussed the impact of biomass plastic for recycle and treatment business. The result showed the effect was limited. However, if the use and application of biomass plastic increase in the future, it may cause serious percussion. For developing reuse technology of biomass plastic containers and reviewing the benefit of recycle and treatment, this plan saw a big fall in the impurities of PLA fragment by test treatment, only that the quality of regenerated PLA remained out of reach the standard for use. Until December 2010, PLA of 78.72 tonnes has been recycled, only 10.11 tonnes were bought by WeiMon Industry Co. for test treatment. It was suggested that using color management and rising recycling price to increase the recycled PLA container quality and quantity. This plan adopted both streamlined life cycle and Analytic Hierarchy Process(AHP) to assess the optimal way of treatment for pesticide containers. The result showed that heat-energy recycled by A-grade incinerator would be the best one. At the moment, RSEA Engineering Corporation at Chunghua Coastal Industrial Park is being actively assisted to apply for treatment license. Besides, in order to rise recycle quality and knowledge of pesticide containers, we held eight seminars to promote for sorting. Through education training, we hope to prevent fertilize containers from mixed into pesticide container recycling system. In order to lift up the recycling rate for waste color glass containers, we investigated the type of color glass containers which littered easily. In the short-term, we suggested that players reinforce the promotion of recycling and EPB enhance inspection to decrease randomly littering. We also suggested negotiating with player for deposit-refund system in the mid-term. If the recycling rate is still low, we suggested setting up incentives for recycling in the long-term. In the meantime, we analyzed the feasibility for sorting technology and cost effect of aluminum foil package. The result showed it was feasible technology, but it was not easy for sorting and cost was high and the value of reuse was low. In conclusion, the economic benefit was beyond what we projected. In order to raise the recycle and treatment management efficiency of waste container and the quality of regenerated materials, this project worked out a reformed plan for recycling levies and subsidies scheme of waste containers. The reformed plan would reimburse waste treatment business directly and wouldn’t count recycle business without license. This could protect licensed companies and bring the business back to market mechanism. Through simplified process of the Third-party Auditing and Certification and the mechanism of Certification and Verification for regenerated materials, the recycle and treatment business as a whole could decrease cost and increase the value of regenerated materials.
